How The New Rules Under “The American Innovation and Manufacturing (AIM) Act” Will Affect HVAC Consumers

The US Environmental Protection Agency (EPA) just announced new regulations within the HVAC industry, designed to curb the use and emissions of HFC refrigerants in the USA. With these new regulations in place, The USA has announced measures that will limit new air conditioners and heat pumps, The EPA will require all split systems using refrigerants above 700GWP (including R-410A) to be installed before January 1, 2025, This will surely cause some big pricing changes to the consumer as the new, regulation approved HVAC units come onto the market, and the old systems get phased out over the next year. The goal is to have all new HVAC units being sold to consumers, be compliant to the new regulations by Jan. 1, 2025.

Update 12/20/2023 The narrowly amended provision now allows one additional year, until January 1, 2026, "solely for the installation of new residential and light commercial air conditioning and heat pump systems using components manufactured or imported prior to January 1, 2025".

What does this mean to the consumer over the next year? Well, it means that the systems that have already been manufactured outside of the regulatory standards can still be sold, until they are no longer available over the next year 2024. Consumers will still pay the normal industry prices for a new HVAC Unit for the next few months as long as the “pre-regulatory” HVAC systems are not sold out, but after Jan 1, 2025, the only systems that will be available for purchase will be the new EPA approved HVAC units. Once the new, more energy-efficient EPA approved HVAC units hit the market, consumers will then see a noticeable increase in the unit price when purchasing a new Air Conditioning System.

The EPA’s proposed HFC rule strives to bring us closer towards a climate friendly environment, as well as provide consumers with energy efficient solutions that may save money in energy bills over time as the new EPA approved HVAC units and equipment become available. The HFC rule includes proposals for reducing leaks and increasing end of life recovery and reuse of reclaimed refrigerants. Finally, it also contains proposals for tracking refrigerant cylinders and requiring the use of 100% reclaimed refrigerant in most new appliances and systems still containing HFCs beginning in 2028.

As a consumer, if you have been considering purchasing a new HVAC system, now is the time to do it if you want to save as much money as possible on the front end!
